Abstract

Right to Information is a basic need of good governance. In a democracy people can fulfill there important role only if it is an open government. The passage of the Right to Information Act, 2005 is a historic movement. It replaces the culture of secrecy and control with openness and participation, more than the law the RTI is a process, a tool, a concept and a cultural approach to life. The Right to Information Act, 2005 came as a fresh breeze of air for Indian democracy after some years of continuous struggle from various quarters. The concept of an open government is the direct emanation from right to know which seems to be manifest in the right of speech and expression guaranteed under Art 19 (1) (a) of the Indian Constitution. This Act is the outcome of active judicial approach and campaign by the informed citizen.
