ग्रामीण भारत के अनुसूचित जाति बच्चों का शैक्षणिक विकास (विशेषत: उत्तर प्रदेश के संदर्भ में) : नीतियाँ, मुद्दे एवं चुनौतियाँ

Abstract

अतीत का विश्लेषण करने पर ज्ञात होता है कि ‘‘गाँवों के देश के तौर पर अपनी पहचान बनाने वाले भारत (जहाँ विश्व के किसी भी अन्य देश की अपेक्षा शहरी जनसंख्या की तुलना में ग्रामीण जनसंख्या अधिक रही है)के पास स्वतंत्रता प्राप्ति के समय इस ग्रामीण जनसंख्या की शैक्षणिक स्थिति की संकटपरक एवं चिंतनीय स्थिति प्रकट करने एवं स्वीकार करने के अलावा कोई और विकल्प नहीं था। शिक्षा का फैलाव अधिकतर बड़े शहरों और महानगरों तक ही केन्द्रित था। यहाँ तक कि छोटे-छोटे शहरों और कस्बों में भी पर्याप्त शैक्षणिक सुविधाओं का सवर्था अभाव विद्यमान था। अत: ऐसी परिस्थिति में जब नव-स्वतंत्र भारत में संसाधनों की भारी कमी थी, उस समय गाँवों की शिक्षा को प्राथमिकताओं की सूची में अंतिम स्थान पर रखना अति स्वाभाविक प्रतीत होता था।’’ (यादव; 2010)
