The level and quality of infrastructure plays dominant role in influencing the pace of direction of economic development and social change. It has been observed that variation in the level of development and social change. It has been observed that variation in the level of development of different countries and different regions of the same country does not occur only due to resource constraint but to a great extent due to variation in the level and quality of infrastructure. It is considered as foundation on which activities of the different sectors of the economy thrive. The low level and inferior quality of infrastructure is the root cause of economic and social stagnation and vicious circle of poverty in underdeveloped countries.
