Abstract

It is ironical that despite a large number of well meaning constitutional provisions and laws aimed at protecting and safeguarding the welfare and interest of tribal communities. The issue of tribal development could not be pursued outside of the issues of national development were seen as a kind of important mechanism whereby integration of tribal society could be achieved. In fact the national objective to build up a productive structure for future growth and resource mobilization was far more important than issues concerning the welfare and interest of the tribe.
