PEOPLES PARTICIPATION PLAYED VITAL ROLE IN THE DEVELOPMENT PROCESS IN NEPAL : A CASE STUDY OF PROVINCE 3

Abstract

Human and Development are interrelated phenomenal facts of the present world. Development result grows people’s socio economical and country policy and strategy. This article is more about the people participation in the present development process of Nepal. The article aims to analysis of people’s participation in the ongoing development system of Nepal. A cross sectional design applied and 8 villages (4 each from Makwanpur and Dhading district) taken as a sample area for this case study. A secondary information from various online journals reviewed and library survey (published and unpublished report and book) were studied and collected, similarly a semi structured HHs and FGD questionnaires were set for the study area, Key Informant Interview (KII) and numerous research tools were applied to obtain the study result. The data revealed that the people participation in both villages are valuable with active participating on the planning process of the villages. Planning process are following under prescribed timelines and selection process are following a series of steps to recommend the proposed plan for the villages. Private sectors are less assimilated in the development process. The study conclude as people’s participation and ongoing development practices are people representative system to raised and address the voice of common citizens in the villages. After unitary system, the country has been turned into the new federalism Provincial development process because of which Rural Municipality (R.M) is the new commencement of the country. Lack of coordination with bilateral agencies and multi-party, specialist is found the prime suggestion to improve; inadequate human resources, budget as well as lack of policy guidelines and country strategy made local authority laid in challenge for the future planning.
