The best investment climate is not just about generating profits-if that were the goal, the focus could be narrowed to minimizing costs and risks. It is about improving outcome for society as a whole. The investment climate is the set of location-specific factors shaping the opportunities and incentives for the firms to invest productively, create jobs and expand. Government policies and behaviors exert a strong influence on the investment climate through their impact on different developing countries.
