Abstract

The demand of commercialisation of agriculture aggravated labour crisis in non-agricultural sector. Moreover, the low rates of wages of porters, coolies, guards, non-skilled labourers also prevented them from working as non-agricultural labourer. Buchanan referred to the three categories of non agricultural labourers as (1) those who tended cattle; (2) those who served as coolies or porters; and (3) domestic servants. He thought the agricultural labourers were broadly of two classes- the regular ploughman and the ordinary day labourers.
