World-wide rapid and profound changes are occurring in many social, institutional and economic systems. Continued improvement of large parts of global population, increased disparities both within and among nations and rapid globalization particularly through developments in energy resources, information technology, transport and trade regimes are observed. Energy is a fundamental need for any developing society. Energy generation programmes are now being given a high priority by the governments however, the key need today is to go beyond assessments of cost-effectiveness and comparative cost advantages of different energy strategies.
