Abstract
The quote proclaimed by Abraham Lincoln to define the very essence of democratic government, that it is made by the people, sustained by the general will, and is done to serve the common good “GOVERNMENT OF THE PEOPLE BY THE PEOPLE FOR THE
PEOPLE”remains valid when the limited government concept is implemented,in letter and spirit, in pursuance of Article 13.
